(I want to speak about how the Constituent Assembly should handle the internal affairs of our country. In my opinion, we must have reserved subjects and common subjects in the Chin Hills; as to common subjects, the Constituent Assembly can handle them; and for reserved subjects, the Council or whatever it may be of the Chin Hills must be left alone to handle them. For this purpose i would like to outline which subjects should be common, which reserved).

They will frame the Constitution. Should the Chin Hills go into Ministerial Burma or be joined in the federation with Burma and the other Frontier Areas?).

Chairman: Chinram cozah Council nih a tawlrel ding subjects(internal affairs) a um awk a si na ti maw?(Do you wish certain subjects to be left to be dealt with by the Council of the Chin Hills?).

(Roughly Marriage law and local customs; Revenues, Posts and Telegraphs, Communication, Education and public health should be dealt with by the Burma Government).

Chief Mang Ling: ‘Federation’ timi literature meaning kan ni fiang lo. Kan mah kan duhmi cu Burma chung district pakhat in um kan duh. (We do not know the literal meaning of ‘federation’. What we want is to join with Burma as a district in Burma).
